Cindy Walter also did Snippet Sensations which used tiny rotary cut pieces of fabric. She kept cut colors separate, 'painted' by arranging different colors then covered with a fine tulle before domestic machine quilting. She co-hosted PBS Quilt Central Show for 5 years and lives in Hawaii. Her Ctpub books can be found on Amazon. This was before Alex Anderson was on DIY

Tuille was used to hold the artistic pieces in place on the art quilt that I saw being shown on a quilt T.V. show about 8 years ago.
It was great, the way this woman placed the various pieces in position and then covered the work with "non shinny" tuille. She said,
that you must check the tuille by holding it over the pieces to make sure that it works for the project. Then you quilt the tuille down. If done correctly, the tuille virtualy disappears. That is the only thing I have ever seen in that respect. But it was excellent

TQS episodes 203, 506, 801, 912, 1004 and 1109 all use tulle in some way!

I think you are thinking of Cindy Walter. She did an episode of Simply Quilts with Alex.
