Maybe you have to be a "pro" to use the quick reply button.

After some research, the "Tara" Style template (selected in the upper right) does not have the "Quick Reply" button as the other 2 styles do. Also, "Quick Reply" does not mean you'll get a quick reply, it is just a quick method to reply that does not have all the embellishments. You can change styles and play with the different types of replies to see the difference.

Wow! This has been an educational topic. In addition to the question answer, I have learned about screen capture on the iPad and more uses for Paint. It is fun to stay abreast of the topics even if I don't always respond.

Thanks for chiming in Bob! I have used the Prosilver all along, and I sometimes see the quick reply box and sometimes don't. So now I suspect that if the original post was created in Tara, perhaps that's why there is no quick reply box on some posts? What do you think?
