Scallop Binding on Ricky's Grand Finale

I am trying to make the scallop trim to insert under the binding on a quilt like Ricky showed on the Grand Finale video offered Jan.-March of 2013. I thought I had taken good notes, but when I complete my edge stitch/blind hem stitch, it does not form a scallop, rather it just lays flat. What have I forgotten? 1" fabric strip folded in half (bias or straight of grain?) I used bias. Edge stitch/blind hem with zig going off the fold of the fabric, but no pretty scallop like Ricky. Video is off the website as far as I can tell. Help???

Did you tighten up the tension so it pulls the edge in?

Thanks, I'll try this at a tighter setting. I did pull it in a little on the first attempt, but I will dial it down much more.

I set my width to 6 and tension up to 9 and it worked like a charm. Thanks.

I have just been listening to that video....again.... and I notice Ricky says to 'use your ordinary foot' for the scallop binding. Not sure what foot that is and as far as I can tell Ricky is using the 40C which is the sideways foot and not something I have as part of my collection. What foot are other people using and does anyone use this 40C please?
